U.S. Air Force

CTE performed daily Oracle database administration duties to ensure maximum data availability and optimal database performance. This was performed to help proactively monitor database conditions which helped resolve potential troubles before they impact customer operations. CTE also performed application administration to include privileges, user administration, database tuning and backup/recovery processes. CTE was also responsible for troubleshooting and resolving customer trouble calls reported by individual users and individual program offices. CTE also ensured that databases were accessible and up-to-date with patches. CTE conducted installs, configurations, implementations, and maintained DBMS software and software suites to include third-party COTS products. CTE has a vast knowledge of Oracle Enterprise Manager.
CTE provided technical, functional and program management support to the Global Combat Support System (GCSS) program. This support encompassed the entire lifecycle of the program and spanned all work streams. CTE helped support GCSS in the areas of requirements analysis, blueprinting, system architecture, data lifecycle management, legacy deconstruction, information assurance, testing, end-user training, fielding and sustainment. CTE analyzed engineering documentation, drawings and plans, supported modeling and simulation testing, and provided technical data management support. CTE also provided support to configuration management and quality assurance and was instrumental in providing overall support to the GCSS-AF Integration Lab information system development.
CTE supported data requirements, data modeling, data usage, data acquisition planning and data testing. Within the CIE environment CTE supported areas of network design, help desk and sustainment activities, root cause analysis, issue resolution, development of metrics, trend analysis and reporting. CTE also played a role in supporting each customer in planning, developing, delivering and sustaining rapid solutions while maintaining the highest degree of quality while reducing the total cost of ownership for the customer.
CTE supported the Deliberate and Crisis Action Planning and Execution Segments (DCAPES) and Logistics Feasibility Analysis Capability (LOGFAC) Program Offices in the requirements management role. The work primarily consisted of, but was not limited to, requirements analysis, requirements development, case development and documentation of the work, including requirements database management. CTE helped sustain DCAPES which is the Air Force System of Record for presenting, planning, sourcing, mobilizing, deploying, accounting for, sustaining, re-deploying, and reconstituting Combat Air Power in support of Unified and Air Force Combatant Commanders’ (COCOM) requirements. Our efforts also helped sustain LOGFAC which is a Web-enabled application developed to support Operations and Logistics planning staffs at the Headquarters (HQ) Air Staff, Major Command (MAJCOM), Air Components and Unit levels.
CTE provided Strategic Communications support for BES. Our Strategic Communications requirement consists of four main areas: Communication Planning, Strategic Material, Customer Care, and Public Affairs.
CTE provides system support to the Air Force MRDSS, which incorporates all aspects of decision support required for management and deployment of people and equipment from MAJCOM and United States Air Force (USAF) medical views. CTE helps MRDSS to enable the USAF medical community to quickly and effectively monitor a unit's personnel/training and equipment readiness status in peacetime and wartime environments. Our efforts supplies MRDSS with readiness support in Project Management, Configuration Management, System Maintenance/Sustainment, Data Base Administration, Helpdesk Support, Establish/Maintain Training Server, Documentation Development/Maintenance, Software Maintenance, Information Assurance), System Enhancements and Changes, Technology Transfer and Refreshment, Reviews, Audits and Technical Interchange Meetings, MRDSS Training, and Performance Measures Matrix of the MRDSS application.
CTE efforts with LOGMOD provides support to the Logistics Module system at Gunter AFB, Alabama. Specifically, we supply the support in areas of Test Management, Application Systems Analysis and Functional Analysis. CTE offers Life Cycle Management Support that is required in the form of technical and support tasks associated with LOGMOD projects, programs, applications, and infrastructure. Our streamline services efficiently presents LOGMOD with the backing to incrementally maintain, test, and deliver.
CTE conducted a thorough modernization assessment for the Air Force Legacy Logistics System, identifying key opportunities for cost savings, risk reduction, and return on investment. Our assessment provided a roadmap for achieving affordable modernization, highlighted "low-hanging fruit" for quick, low-risk improvements, and pinpointed areas with higher complexity and risk. By applying agile and adaptable approaches, we minimized modernization risks and aligned with evolving cost and schedule priorities.
CTE conducted a modernization assessment of the CMOS System, recommending an approach for removing Oracle Forms and proposing a unified strategy to transition all CMOS system tiers—including web, application, and database—to a common operating system. Additionally, we identified ways to improve the reliability and flexibility of the TRANSCOM Reference Data Manager (TRDM) process and functionality.
CTE supports the medical group’s networking architecture by providing System Analyst and Helpdesk Technician expertise. Our services include Microsoft engineering support in SCCM, Active Directory, and SQL, covering all Windows Federal Desktop Core Configurations and Federal Server Core Configurations. We also develop database applications and network security tools, and manage the installation and maintenance of server and workstation images.
CTE provides comprehensive personnel and supervision for IT Project Management and IT Systems Analysis Support for the 374th Communications Squadron, Plans & Resources Flight (374 CS/SCX) at Yokota Air Base, Japan, and the Defense Information Systems Agency (DISA) in Japan. Our support encompasses IT project management, IT asset maintenance, construction project assistance, systems acquisition, ISP/OSP services, and support for systems requirements and planning.
CTE supported the Air Force Negotiation Center (AFNC) by providing research, curriculum development, and outreach support to enhance negotiation and mediation training for Air Force personnel. This involved organizing academic content, developing adaptive negotiation curricula, and utilizing innovative technologies to expand AFNC’s outreach. Additionally, CTE maintained a comprehensive staffing plan to ensure all contractual requirements for training, research, and program execution were met efficiently.
CTE supported the Force Support Professional Development School (FSPDS) by developing, maintaining, and delivering advanced curriculum content using cutting-edge technology and instructional design. Our services included designing and implementing instructional media, supporting the Learning Management System (LMS), enhancing the Virtual Force Development Center (vFDC), and managing marketing efforts like newsletters and social media strategies. Additionally, CTE provided expertise in software, graphics, and mobile app development, ensuring up-to-date course content and effective delivery through multi-platform applications..
CTE supported the Ira C. Eaker Center’s Sexual Assault Prevention and Response (SAPR) program by providing a dedicated Assistant SARC/SAPR Course Director and Course/Office Support. Key responsibilities included overseeing course preparation, student registration, travel arrangements, and classroom setup for in-residence and online training, along with assisting with curriculum updates, assessments, and feedback management. Additionally, CTE’s Course/Office Support team handled calendar management, system updates, audit reports, and ensured efficient operations for the Financial Management and Air Force Personnel Professional Development School..

Centers For Disease Control and Prevention (CDC)

CTE provides essential microbiological and laboratory support to the CDC’s Division of Scientific Resources, specializing in specimen management, outbreak response, and reagent production in BSL-1, BSL-2, and BSL-3 labs. We handle specimen processing, inventory management, and secure long-term storage, all while ensuring meticulous data entry and documentation. Additionally, CTE supports CDC testing for water quality and maintains critical inventories of biological reagents and test kits, bolstering CDC’s research and diagnostics with reliable, high-quality services.
CTE developed and deployed cloud-based tools and services on Amazon Web Services (AWS) for the Injury Data Management Platform (IDMP) to support the National Center for Injury Prevention and Control (NCIPC). This project included designing intuitive dashboards for various user levels, selecting a cost-effective technology stack, building a versatile data warehouse, and producing detailed technical documentation and training materials. CTE leveraged a comprehensive tech stack, including Visual Studio .NET, C#, JavaScript, REST API, JQuery, HTML5, XML, XSLT, Microsoft SQL Server, and IIS, to enhance functionality. Additionally, CTE provided robust SharePoint development, assisting with site collection migrations, configuration, application support, and ongoing maintenance of SharePoint sites and applications, adhering to CDC's EPLC framework and security standards. For the National Violent Death Reporting System (NVDRS), CTE designed user-friendly dashboards, developed a flexible data warehouse, documented configurations, and executed iterative, agile-based deployments.
CTE supported the National Center for Health Statistics (NCHS) Division of Vital Statistics (DVS) by enhancing, developing, and maintaining medical coding systems within the National Vital Statistics System (NVSS) using a robust technology stack. This included maintaining and debugging NVSS components built on SQL Server (SSIS, SSRS, SSAS) and .NET (C#), optimizing MedCoder for accurate cause-of-death coding, and creating data visualizations and quality control reports using SAS and Power BI. Additionally, CTE enhanced the NVSS website for accessibility, integrating HTML5, JavaScript, and CSS for a more user-friendly and Section 508-compliant interface. To further support data integration, CTE investigated geocoding services, built and maintained technical documentation, and ensured compliance with CDC’s Enterprise Performance Life Cycle (EPLC) standards. The project included Agile Project Management, regular reporting, and a structured transition plan to ensure seamless continuity of services.
CTE provided comprehensive support for the modernization of the CDC’s National Center for Health Statistics (NCHS) National Vital Statistics System (NVSS), enhancing the bidirectional exchange of mortality data through a range of technologies and open-source tools. Key technologies included FHIR, HL7 standards, .NET (C#), Java, SQL, and REST APIs for efficient data interoperability and data flow between Electronic Death Registration Systems (EDRS) and NCHS. CTE’s support also encompassed GitHub for code management, Power BI for data visualizations, Canary for testing, Nightingale for demonstration systems, and VRDR libraries in both .NET and Java for data format standardization.

Additionally, CTE ensured system compliance with rigorous security and privacy requirements, implementing protocols for FIPS 140-2 validated encryption, FedRAMP requirements, and following OWASP secure coding standards. Regular maintenance, user support, training, and testing were integral to the scope, including Tier 1 helpdesk services, Connectathon participation for real-time interoperability testing, and Section 508 accessibility compliance. CTE’s commitment to structured project management, including EPLC documentation, weekly status updates, and a detailed transition plan, ensured consistent service quality and seamless project progression.
CTE provided vital support to CDC’s Immunization Services Division by monitoring vaccination assessment activities, ensuring data quality, and conducting statistical analysis of vaccination coverage and exemption rates in school and daycare settings. CTE assisted in survey design, data management, and provided statistical expertise using tools like SUDAAN, supporting CDC’s efforts to produce reliable data for public health policies. CTE’s role included preparing reports and articles and offering technical guidance to awardees on assessment methodologies.
CTE provided specialized epidemiologic and programmatic support for CDC’s prescription drug overdose (PDO) prevention initiatives. Our team of experts assisted DUIP with guidance on PDO prevention strategies, in-person and online staff training, and SAS and SQL programming for high-quality data management and analysis. CTE supported PDO surveillance projects, including data quality assurance and web-based data coordination, while ensuring data security compliance with federal standards.
CTE provided comprehensive technical support for the CDC’s Violence Against Children Surveys (VACS), assisting in survey planning, data analysis, and report writing. Our team developed and maintained CSPro-based databases, managed complex data, and supported global prevention strategies. CTE also led logistical coordination, ensuring smooth transport of IT equipment for in-country survey activities and implemented strategic communication plans to amplify VACS findings globally.
CTE provided comprehensive organizational and administrative support to the CDC’s Accelerated Disease Control and VPD Surveillance Branch (ADC & VPD) for the Measles & Rubella Initiative (M&RI). CTE coordinated domestic and international meetings and webinars, managed communication and document tracking, maintained the M&RI database and SharePoint, and ensured seamless logistical support for in-person board meetings and conference calls. CTE also compiled reports, facilitated weekly updates, and managed travel arrangements, contributing to the success of M&RI’s strategic goals.
CTE supports CDC-Mozambique in advancing its global HIV/AIDS health initiatives by providing essential health information system services. CTE enhances the CDC's data tools for program planning and monitoring, defining system requirements with CDC input, and supporting technical modifications to improve existing tools. Additionally, CTE manages the development and upkeep of technical documentation to align with the Enterprise Performance Life Cycle (EPLC) standards, ensuring ongoing system functionality and optimization.
CTE is implementing an automated temperature monitoring system to enhance vaccine cold chain management in Haiti. This project includes hardware installation at 20 high-risk sites, enabling real-time remote monitoring to improve vaccine storage and reduce excursions. CTE will support the Ministry of Health (MoH) by providing training, customizing an administrative interface, and setting up local and remote alarms. Over four phases, the project will establish monitoring protocols, customize software, train local teams, and test alarms, ensuring efficient cold chain management for sustained vaccine viability.
CTE provided programmatic support to the Accelerated Disease Control and VPD Surveillance Branch (ADC&VPD) to ensure alignment with the Measles & Rubella Initiative (M&RI) Strategic Plan. CTE maintained and organized M&RI databases and SharePoint for management teams, coordinated weekly meetings, and tracked Board actions and follow-ups. The team compiled meeting reports, prepared agendas, and handled administrative documentation. Additionally, CTE managed a suspense system for critical communications, ensuring timely response and coordination among various stakeholders.

U.S. Navy

CTE provided STIGs/Information Assurance (IA) support for Hydroid, Inc.'s LBS-AUV program at SPAWAR in San Diego, CA, and Stennis Space Center, MS. This involved assessing and installing security patches for Windows 7 operating systems on workstations and laptops, as well as supporting Hydroid personnel in performing the FISMA review. CTE’s contributions were pivotal in helping Hydroid secure a three-year Approval to Operate (ATO) accreditation from the US Navy's Fleet Cyber Command.

U.S. Army

CTE provided comprehensive Knowledge Management (KM) support to the US Army Cadet Command (USACC), aiding in KM strategies, process improvement, and content management under the USACC KM Strategic Plan. Our team delivered key services, including functional analysis, business process improvements, and strategic alignment with TRADOC standards. We supported the Knowledge Management Office (KMO) by streamlining data management and advising on KM best practices, ensuring enhanced operational efficiency. Our contributions included implementing quality control measures, managing SharePoint and database structures, and assisting with documentation and reporting across the USACC command structure.

Department of Defense Education Activity (DODEA)

CTE provided comprehensive IT Enterprise Services to support the Department of Defense Education Activity (DoDEA) IT Division's operational needs across its global locations in Europe, the Pacific, and the Americas. Our team supplied certified, on-site experts to manage network administration, System Center Configuration Manager (SCCM) system administration, and SharePoint development. Key responsibilities included optimizing and maintaining networks, implementing security measures, managing network connectivity, supporting enterprise applications, and providing detailed documentation. CTE’s support ensured seamless IT operations aligned with DoDEA’s educational and operational objectives across diverse and geographically distributed environments.

U.S. Housing and Urban Development (HUD)

CTE provides comprehensive IT support services to the Housing Authority of Fulton County (HAFC), managing server environments, Active Directory, backup and recovery systems, internet/firewall security, desktops, laptops, mobile devices, phone systems, and printers/copiers. CTE also ensures high standards of data security for HAFC, handling sensitive information and Personally Identifiable Information (PII) in a secure state and in compliance with DOD 5220.22M standards for data destruction when necessary. We assist in integrating functions with third-party systems, maintaining a robust and reliable IT environment to support HAFC's daily operations.
CTE provides reader assistant services to support a visually impaired HUD Headquarters employee. We ensure confidentiality while assisting with document reading, formatting, assistive technology, scheduling, and meeting logistics, enabling the employee to perform essential job functions. Our team maintains strict confidentiality, communicates effectively, and assists with navigation and travel as needed. CTE personnel are trained in using HUD systems and comply with all security and ADA regulations, supporting HUD’s mission with minimal disruption.

Federal Emergency Management Agency (FEMA)

CTE provided comprehensive language support services to FEMA's Office of External Affairs (OEA) for Hurricane Sally recovery in Alabama (DR-4563). CTE's responsibilities included rapid translation, interpretation, transcription, and desktop publishing services across multiple languages, including Spanish, Arabic, Chinese, Korean, Khmer, Laotian, and Vietnamese, enabling FEMA to effectively communicate critical disaster recovery information to Limited English Proficiency (LEP) populations. Our team met FEMA’s stringent turnaround times, ensuring all materials were accurate, 508 compliant, and suitable for digital and web dissemination. Additionally, CTE adhered to FEMA's data security protocols, safeguarding sensitive Personally Identifiable Information (PII) as outlined by federal regulations and DHS privacy policies.

96th Medical Hospital Group

Provides anatomic and clinical pathology specimen services as scheduled by the Chief of the Department. Services in embed tissues, preparing paraffin blocks for cutting on rotary microtome, attaching tissue on specifically prepared slides, clearing paraffin from tissue, performing routine and special stains. Maintains histopathology records and instruments, maintain complete records of all surgical, cytological and autopsy specimens. Prepare diagnostic reports to various military and civilian medical facilities. Receive and prepare specimens for fixation, dehydration, and impregnation processes by manually or automatically sending specimens through a series of formalins, alcohols, clearing agents, and paraffins.
Independently perform a wide range of calibration and/or preventive maintenance and repair on medical equipment throughout associate units. Responsible for verifying calibration of equipment while identifying malfunctioning medical equipment to troubleshoot for preventive maintenance or to install replacement parts as required. Document and maintain maintenance actions on work orders in the Defense Medical Logistics Standard Support database system. Armed Forces Retirement Home (AFRH)

CTE provides comprehensive healthcare staffing and management services for the Armed Forces Retirement Home (AFRH) in Gulfport, MS, under 2 consecutive contracts since 2017. CTE’s dedicated team, including doctors, nurses, and specialists, staffs the AFRH Wellness Center 24/7, delivering primary care, dental, rehabilitative, podiatry, optometry, and psychology services. Our team coordinates resident referrals for specialty care, manages DrCloudEHR for integrated healthcare, and leverages MedCloud Pro, CTE’s secure web portal, to streamline workflows and enhance patient care.

CTE’s staff includes a range of skilled professionals: Medical Officers, Nurse Practitioners, Podiatrists, Dentists, Dental Hygienists, Psychologists, Optometrists, and support roles like Schedulers, Dental Assistants, and Ophthalmic Technicians.
